My credit was bad and I wanted to know what I need to do so I can get a house. 

There are several ways one can buy a house with bad credit. 
1. Have such a good job, low debt to income ratio and, money as a down payment that no one can turn you down. If you have been on the job for 5 years, make plenty of money, have and debt to income ration of less than 20% and, a 40% down payment then you can get a house now.
2. You can get a house with seller financing o many homes if you have a good job and very few debts.
3. I got a home loan with bad credit by having a down payment and decent job with bad credit by using a local banker to balloon note me for 6 months so I could roll my already financed home into a conventional home loan without all the qualifications needed to get my first loan.

I have a collection account for 700.00. I sent a certified letter requested a letter of on their letter head stating that they will remove my account completely form my credit report and I will pay the amount in full. They called me and told me that if I pay the amount in full that I will have no further obligation with their company. They emailed me this letter. It states nothing about my credit report. I called them and they said they will fax me a letter stating that if I pay them in full they will put paid on my credit report. I told them that I would like it removed completely from my report. They got nasty with me and told me they do this all day long and that all they will do is put paid. What do I do? Except that or is there a way to get them to remove it. I am working very hard to fix my bad credit so I can buy a house but I keep hitting brick walls.

try to settle with them for 35 cents on a dollar with paid
finally pay them like they say and be done

I assume collection means this is not the original creditor
which usually means they have bought the debt from the original creditor for pennies on the dollar, which means they can try to collect all of it but can not put it on your report or threaten to sue you.

so call the bluffs if there are any to call before you pay someone full price and they only paid 15.00 for a 700.00 old uncollectable or charged of debt
