Using site to repair credit with success. Negotiation with one creditor is not working



Bo,
 I have been using your site to repair my credit, and I have had great
success. I was unsuccessful in negotiations with one creditor in
trying to get them to remove the account from my credit file, and the
negotiation” as far as price goes was only 40$ less the the account
in full, and would also put “settled for less than full balance”. I
decide that would not be worth it and would just pay the account in
full. However, I had not yet validated the account (my mistake I
know). When I was talking to my collector, and was getting ready to
pay, she asked for my current address (which was different from the
one on the account, I lived in alaska in the military at that time, I
now live back in massachusetts). She asked if I would require a
receipt, and I said yes. She then said that arrangements would have to
be made, for either the receipt to be mailed or given to a friend of
mine in alaska and then sent to me, or sent to an address in a
different state, because the collection company was not authorized to
make contact (by phone or mail) to anyone in my state. I took this as
they are not authorized to make collections in my state, and I
immediately told her then that I would be holding off on paying this
account until I could make other arrangements. I was wondering what my
rights are and what I can do with this account if they are not
authorized to collect in my state (do I have to pay it, can I get it
taken off my credit file etc..) If I send a VOD letter, and they
cannot validate that they are able to collect in my state, can I then
put in a dispute to the credit agencies that this account be removed
from my file? I appreciate all the help that I have gotten from your
website, and hope that you can help me with this!

i do not have legitimate legal answer
i guess i would dispute the account
then i would try to find the original creditor and negotiate with them
 
i do not think that just because you are in a different state that you are enititled to removal
if that was the case people would just move and have new credit
 
on the other hand i would not wish for you to violate your rights as a consumer

that’s exactly what I was thinking, I was kind of just wondering, because they haven’t responded to my letters, and it turns out it’s because they are not allowed to contact me in my state, so if i attempted to validate the date with them, would they not be able to validate it to me, then when I dispute it on my credit file, if they verify the debt to the credit bureaus then are they in violation of the fdcpa for verifying an an un-validated debt? thanks a lot for you help again
